The Workers' Compensation Commission is pleased to announce its newest Commissioner, A. Frank Carven, III. Appointed to a 12-year term by Governor Robert L. Ehrlich, Commissioner Carven began his tenure with the Commission on April 26, 2004.

Commissioner Carven is a graduate of the University of Delaware and the University Of Baltimore School Of Law. Mr. Carven began his legal career in 1979 as an Assistant State's Attorney for Harford County. He held that position for almost nine years before being appointed as legal advisor to Governor William Donald Schaefer in 1987. He served in that capacity for two years before accepting an appointment as Chief of Staff for Lieutenant Governor Melvin A. Steinberg, former President of the Maryland State Senate. Mr. Carven served as Chief of Staff until 1995 when he was appointed an Assistant Attorney General in the office of J. Joseph Curran, Jr., Attorney General for the State of Maryland.
Mr. Carven entered into private practice in 1996 as a member of the firm of Brown, Brown & Brown in Bel Air, Maryland. The Brown firm is the oldest and one of the most prestigious firms in Harford County, having been established in 1901. Mr. Carven's area of practice focused on criminal and civil litigation, administrative and regulatory law, governmental relations and environmental law.
In July of 1996, Mr. Carven lost his sister Paula and her son Jay who were passengers on TWA Flight 800 which exploded over the waters of Long Island, New York. As a result of that tragedy, Mr. Carven became very active in issues regarding aviation safety and fair compensation regarding fair compensation to the families of victims of aviation disasters. Mr. Carven is a member of the Board of Directors and Vice President of the Families of TWA Flight 800 Association and was a member of the federal Department of Transportation Task Force on Family Assistance. Mr. Carven has participated in a number of forums regarding family issues, aviation safety and compensation to families for loss of loved ones.
Mr. Carven has testified before Congress for reform of the Death on the High Seas Act of 1920; he has appeared on Good Morning America, MSNBC and other broadcasts dealing with family assistance issues. He was a panel presenter at the 22nd Annual Educational Conference of the Aviation Insurance Association in Vancouver, BC in 1998. He was also a panel speaker for the National Transportation Safety Board's International Symposium on Family and Victim Assistance for Transportation Disaster in 1998. Recently, he was a panel presenter on the Family Assistance Act of 1996 at the 27th Annual Conference of the Pacific Northwest Aviation Law Seminar. In November of 2003 Mr. Carven was the keynote speaker for the International Air Transport Association's Annual Conference in Vienna, Austria.
In December 1998, Mr. Carven was appointed County Attorney and head of the Department of Law for Harford County by County Executive, Mr. James M. Harkins. The Department of Law represents all County Agencies, the County and the County Executive. Each of the nine attorneys represents several different agencies providing them with advice and opinions, input on public policy and representing them in all litigation.
Commissioner Carven resides in Forest Hill, Maryland with his wife of 22 years Elizabeth. The Commission welcomes its newest member.
